The Honorable Helen Tierney assumed the duties of the Assistant Secretary, Office of Management (OM) at the Department of Veterans Affairs on June 24, 2014. Ms. Tierney also serves as the VA Performance Improvement Officer and Acting VA Chief Financial Officer. In this role, she is responsible for the overall budget and financial management of VA’s $150+ billion budget as well as the Department’s performance management, business oversight, enterprise risk management, and asset enterprise management programs. President Obama nominated Ms. Tierney as the Veterans Affairs Chief Financial Officer on October 4, 2013. Action on this nomination is pending with the Senate. Ms. Tierney joined VA in March 2011 as the Executive Director for Operations in the Office of Management. In June 2013, she was designated as the Executive in Charge for the Office of Management, the VA Performance Improvement Officer, and Chief Financial Officer.
Ms. Tierney has a distinguished career in Federal Service. From 2008 to 2011, Ms. Tierney served in the Department of Homeland Security (DHS) as the Executive Director for Planning, Program Analysis, and Evaluation for the Office of Field Operations in the U.S. Customs and Border Protection Agency. Before her appointment in DHS, Ms. Tierney served in Army civilian positions in Germany, Italy, Korea, and in the U.S. She led business transformation programs on the Army Financial Management and Comptroller staff, and her final Army assignment was as an Army Senior Fellow in the Office of the Deputy Under Secretary of the Army.
Ms. Tierney has received numerous civil service and academic awards. Her recognition includes five Department of Army Superior Civilian Service Awards; being designated as a Distinguished Graduate from National Defense University (Industrial College of the Armed Forces); and as a graduate student at Cornell University she was selected for a full scholarship at Universitat Heidelberg, Germany and a Western Societies Grant for Graduate Research. In addition, Ms. Tierney is a Certified Defense Financial Manager and achieved Acquisition Program Management (Level III) certification at DHS as well as Defense Acquisition Workforce Improvement Act (DAWIA) Program Management (Level II) certification.
Ms. Tierney holds a Bachelor of Arts degree in Government from Cornell University; a Master of Policy management degree from the Public Policy Institute, Georgetown University; and a Master of Science in National Resource Strategy from the National Defense University, Industrial College of the Armed Forces (now called the Dwight D. Eisenhower School for National Security and Resource Strategy). She is the daughter of a WWII veteran and wife of an Army veteran.
Ms. Tierney is a member of the Association of the U.S. Army, the American Society of Military Comptrollers, the National Defense University Foundation, the Association of Government Accountants, and the Association for Federal Enterprise Risk Management.
