Budget Modification Information
Budget
Modifications requiring a Program
Change include adding new line items or moving greater than 10% of total award
amount between line items. Please see Program Change process below for current
operating budgets:
FY23 Budget – Program Changes were made available May 1, 2023-June 1,
2023. During that time, Grantees submitted program changes within the UDPaaS
grant management system to include pre-approval emails. If a grantee needs
additional FY23 budget modifications requiring Program Change, you will need
interim approval from your Regional Coordinator. All interim approvals
and emails from Regional Coordinators must be included within the End of Year
Closeout. No formal Program Change Activity will be made available given the
normal fiscal year dates have ended.
Shallow Subsidy (SS)
Budget – If a Program Change
is required for a Shallow Subsidy budget modification, you will need interim
approval from your Regional Coordinator. All interim approvals and emails
from Regional Coordinators must be included within the End of Year Closeout. We
anticipate numerous changes given many grantees are utilizing SS funds for
approved budget line items from their FY23 budgets. No formal Program
Change will be made available, and all requests must be made through your
Regional Coordinator.
FY24 Budget – FY24 Budgets are under review. The first Program Change
for FY24 will be available March 1, 2024-April 1, 2024.
NEW: 2024 Consumer
Price Index (CPI) has been released
The SSVF Program Office
would like to ensure grantees are updating their frontline staff and fiscal
staff about the updated GHSA amount for 2024. The new 2024 Consumer Price
Index (CPI) has been released, resulting in an increase of 3.4% for GHSA.
Please note that the adjusted amount for GHSA has increased to $2022.00
from $1948. Grantees are authorized to use GHSA up to $2022.00 for
calendar year 2024.

Webinar: Hiring, Retention and How to Build a Strong SSVF Workforce February 8,

The SSVF Program Office is presenting
information about hiring and retention for grantees. The webinar will
provide an overview of the allowable uses of SSVF funds to support hiring and
retention and provide examples of how to attract and retain talent. Grantees
should ensure the appropriate staff are notified including Program Managers,
Human Resources, and Fiscal staff to attend this webinar.

REMINDER: SSVF FY2025
Notice of Funding Availability Due February 23, 2024
On December 5, 2023, the SSVF Notice of Funding
Availability was published in the Federal Register for existing SSVF Grantees
to apply for renewal funding for services in FY2025. All existing grantees
wishing to provide services in FY2025 should access the application via the
UDPaaS Grant Management system and choose the appropriate application.
The
SSVF Program Office has provided information about the FY25 NOFA via recorded
webinar posted on our YouTube channel. Please review the webinar as you
prepare to complete the FY25 NOFA application process. It can be found at https://youtu.be/ieX3yEGfuv0
FY25
NOFA Frequently Asked Question: The application states, Priority 1 and Priority
2 renewal grant requests cannot exceed the current award. The current award is
your FY24 award. Applicants can request the same as or less than the FY24
award.
