NEW: Payment Management System (PMS) changes to new user access requests for SSVF grant recipients, effective June 2, 2024.

If you already have access to the PMS, these changes will not affect you. If your PMS username becomes deactivated due to inactivity, you will need to submit a new user access request. Below are changes that will take effect on June 2, 2024.

Changes for SSVF Grantee when submitting a new user access request:

1.    Open PMS and go to the PMS Login screen, then select Request Access.

2.    Click on the partner system (ID.me).

a.    If the grantee has an ID.me account, they will be directed to the new user access request screen.

b.    If the grantee does not have an ID.me account, they should click on the Create an ID.me account button, and ID.me will take them through the process of creating an account. Once the account is created, they will be automatically directed to the new user access screen, where they will enter the required information to gain access to PMS.

Note: PMS usernames and passwords will no longer be provided since they will now login using ID.me. If a new user access request was processed prior to the implementation of this change and they have not logged in for the first time, they must provide the PMS username and password that was emailed to them.

3.    In the new user access request screen, the SSVF grantee is required to enter the Payee Identification Number (PIN), Payee Account Number (PAN), or PMS Employee Identification Number (EIN) to gain access to their accounts. If the new user does not know the PIN, PAN, or PMS EIN, contact your agency SSVF lead or the SSVF Regional Coordinator. The PMS Support Team cannot provide the PIN, PAN, or PMS EIN.

4.    For new user access requests, the organization name entered by the SSVF grantee must exactly match SAM.gov or PMS.

If you need assistance, please contact the Help Desk for Payment Management Services at 877-614-5533.
