Overview

If you have a Freedom of Information Act (FOIA) request that relates to the Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization (OSDBU), please email your request to us.

Please read all applicable sections, including but not limited to How to Submit a Request, Fee Information, and How to Appeal a FOIA Request. Also, refer to the Requesters Reference Guide for additional VA-related FOIA information.

VA Verification Documents Subject to Release under FOIA Request

Pursuant to FOIA, anyone may request any information VA, a federal agency, maintains. However, a request for information under FOIA does not mean that the information is releasable. While the information contained in VA records outlined below would generally be releasable, any privileged or confidential commercial or financial information regarding an applicant business may be subject to withholding on a case-by-case basis. Additionally, any information in which an individual has a personal privacy interest, such as names, home addresses, and home telephone numbers, is also subject to withholding.

FIRMS ELIGIBLE FOR VETERANS FIRST CONTRACTING PROGRAM

VA will release the following information under a FOIA request:

General Information

Licenses: all state or local government-issued licenses, permits, and/or accreditations already publicly available resumes: all professional information

Financial Information

Signature Cards: names of financial institutions only contracts: copies of the cover and signature pages of the last five contracts, excluding signatures. [5 U.S.C. 552 (b)(6) Personal Information]

Management Information

Management Agreements: copies of these documents, excluding financial information [5 U.S.C. 552 (b)(4) Information containing trade secrets, commercial, or financial information]

Legal Structure

Official Certificates of Formation: copies of these documents already publicly available

Other Documents

Joint Venture Agreement: copy of this document, if any Mentor-Protégé Agreement: copy of this document already publicly available

VA will always redact the following information from all of the documents above: Veteran’s name, Veteran’s dependent’s names, Veteran’s home address, Veteran’s Social Security number or VA file number, and Veteran’s percentage of disability (38 U.S.C. 5701 Confidential nature of claims).

FIRMS INELIGIBLE FOR VETERANS FIRST CONTRACTING PROGRAM

VA will release the following information under a FOIA request: business name, DUNS number, address, business email addresses that do not identify an individual, Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Business statuses, bonding level, and number of employees.
