VA Environmental ADR Program

On November 28, 2005, the Director of the Office of Management and Budget (OMB), and the Chairman of the President’s Council on Environmental Quality (CEQ) issued a policy memorandum on environmental conflict resolution (ECR).

• 2005 Memorandum on ECR

On September 7, 2012, the Director of OMB and the Chairman of the CEQ issued a revised policy memorandum on environmental collaboration and conflict resolution (ECCR). This joint memorandum builds on, reinforces, and replaces the memorandum on ECR issued in 2005.

• 2012 Memorandum on ECCR

The memorandum requires annual reporting by departments and agencies to OMB and CEQ on progress made each year in implementing ECCR policy. This joint policy statement directs departments and agencies to increase the appropriate and effective use of third -party assisted environmental collaboration as well as environmental conflict resolution to resolve problems and conflicts that arise in the context of environmental, public lands, or natural resources issues.
