About VA MISSION Act, Section 403:
VA MISSION Act, Section 403 establishes the Pilot Program on Graduate Medical Education and Residency (PPGMER), which aims to improve health care access for Veterans and others living in rural and underserved regions. The program provides funding to support resident physician rotations and new graduate medical education (GME) programs at high-priority locations including facilities operated by Indian Health Service, Indian Tribes or Tribal organizations. Other health care facilities located in areas designated by VA as underserved, Federally Qualified Health Center programs, and those operated by the Department of Defense are also eligible to participate in the pilot.

The pilot program is authorized to reimburse the stipends and benefits of 100 individual resident physicians from accredited GME training programs while rotating in these facilities. The program is also authorized to reimburse some costs associated with establishing new residency programs in these facilities.

OAA will issue a request for proposals in summer 2024 to solicit the interest of accredited GME training programs and facilities wanting to participate in the pilot program for resident rotations beginning in July 2025.

OAA plans to issue a request for proposals in summer 2025 to solicit proposals from qualifying facilities with newly established residency programs to reimburse certain start-up costs.
