VA Procurement Policy Memorandum (2016-02) — VA-Wide Procedures Regarding the Use of Order Officers
Purpose: This Procurement Policy Memorandum (2016-02) identifies current Veteran Affairs (VA) Department-wide procedures regarding the use of ordering officers (OO).

Background: This PPM identifies and establishes Department-wide procedures to ensure consistency regarding the use of OOs while still providing HCAs the flexibility to establish procedures specific to their contracting activities. This PPM clarifies, reinforces and standardizes VA’s procedures regarding the use of OOs.
Applicability: This PPM applies to contracts and agreements with terms and conditions permitting the use of OOs.
Action Required: Heads of the Contracting Activities (HCAs), VA Contracting Officers (COs), and other VA acquisition professionals shall comply with the procedures outlined in VA Procurement Policy Memorandum (PPM) 2016-02, VA Wide Procedures Regarding the Use of Ordering Officers.
