VA Procurement Policy Memorandum (2017-01) — Integrated Oversight Process (IOP)/Technical Reviews (TRs) and Class Deviation from VA Acquisition Regulation (VAAR) 801.602-71
Purpose: The purpose of this Procurement Policy Memorandum (PPM) 2017-01, Integrated Oversight Process (IOP)/Technical Reviews (TRs) is to revise VA’s guidance on the implementation and execution of the IOP and rescind Information Letter (IL) 001AL-09-02, Integrated Oversight Process. This PPM eliminates the requirement for CRTs while requiring HCAs-developed Technical Reviews (TRs). The requirement for Contract Review Boards (CRBs), for contract actions $50 million and above remain in effect. Additionally, a class deviation is being issued in accordance with Federal Acquisition Regulation (FAR) subpart 1.404, Class Deviation, and Department of Veterans Affairs Acquisition Regulation (VAAR) 801.404, Class Deviation, to deviate from 801.602-71.

Background: On December 15, 2015, Acquisition Policy Flash! 16-02, “OALC Employee Empowerment Initiative (EEI) — Acquisition Oversight Process Review and Approval Threshold Streamlining” was released. This Acquisition Policy Flash delegated acquisition approval authority to the lowest practicable subordinate acquisition activity level.— Ultimately, it was determined that the deviation from 801.602-71, issued as a part of Acquisition Policy Flash 16-02, improperly retained the thresholds from the 2008 VAAR. The Acquisition Flash also removed the requirement to convene Contract Review Teams (CRTs) and noted that IL 001AL-09-02, Integrated Oversight Process (IOP) requiring CRTs would be rescinded and replaced with a PPM. This Acquisition Policy Flash! 17-01 includes the corrective deviation to 801.602-71 and rescinds and replaces the IL with PPM (2017-01), Integrated Oversight Process (IOP)/Technical Reviews (TRs).
Applicability: This PPM applies to Heads of the Contracting Activities (HCAs), VA Contracting Officers (COs) and other VA acquisition professionals.
Action Required: Effective immediately, Heads of the Contracting Activities (HCAs), VA Contracting Officers (COs) and other VA acquisition professionals shall comply with the policy and procedures outlined in VA Procurement Policy Memorandum (PPM) (2017-01) Integrated Oversight Process (IOP)/Technical Reviews (TRs) and Class Deviation from VA Acquisition Regulation (VAAR) 801.602-71.
