What's Changed?

Notification of VA Acquisition Regulation (VAAR) Update Number 2008-28 and Publication of VA Acquisition Manual (VAAM) Part M825.

Purpose: To notify the VA acquisition workforce of the publication of revised VAAR part 825; as well as the publication of new VAAM part M825.

Affected VAAR/VAAM Parts: 825.

Effective Date: January 27, 2021.

Background: VAAR Update Number 2008-28 dated January 27, 2021 contains revisions to VAAR part 825, that was published in a Federal Register Notice as a final rule at 85 FR 84266 (document number 2020-27328) on December 28, 2020 with an effective date of January 27, 2021, and which adopted as a final rule the proposed rule published June 9, 2020. Due to the publishing of revised VAAR part 825 and publication of VAAM part M825, the following VA acquisition policy is rescinded:

  1. VA Procurement Policy Memorandum 2017-12 (Revision 1)—VA’s Implementation of the Buy American Laws to Maximize the Use of Goods, Products and Materials Produced in the United States, dated April 9, 2019, is rescinded.

Applicability: This notification is directed to the VA acquisition workforce.

Action Required: Comply with the requirements of the abovementioned revised VAAR part, and new VAAM part.
