COVID-19 National Interest Action Code End Date Extension
Purpose: Provide update to National Interest Action (NIA) Code P20C “End Date” for COVID-19 related procurement actions.
Effective Date: March 14, 2022

Background: Per OMB Memorandum M-20-21, the NIA Code P20C will be used to promote full, clear, and consistent transparency in the tracking of COVID-related procurement actions. Agencies are directed to assign this NIA code to all procurement actions reported into FPDS that are issued in response to the pandemic. This includes new awards for supplies and services as well as modifications that are issued to address COVID-19, irrespective of whether the contract being modified was originally awarded to address COVID-19. The code should also be used in connection with any procurement authority, including, but not limited to, special emergency procurement authorities identified under FAR Subpart 18.2.
The application of the NIA code (P20C), which was currently set to end March 30, 2022, has been extended to the “End Date” of September 30, 2022, per the FPDS-NG website. Therefore, the NIA code (P20C) is valid from March 13, 2020, through September 30, 2022.
This notice supersedes Acquisition Flash! 21-32.
Applicability: This Acquisition Flash applies to all VA contracting activities awarding contracts for COVID-related procurement actions, with further guidance in the VA Acquisition Manual (VAAM).
Action Required: Contracting Officers should follow guidance set forth in VAAM M818.271.
