Update of VAAM Subpart M804 – Administration and Information Matters
Purpose: The rewrite of the VAAM subpart is to incorporate applicable policy guidance and acquisition regulations.
Effective Date: May 19, 2022
Affected VAAM Parts: VAAM Part M804
Background: VAAM M804 has been rewritten for clarity and consistency with changes in the applicable FAR subpart. Changes include (however, not limited to): Incorporating the new Procurement Acquisition Lead Time (PALT) definition pursuant to Office of Management and Budget Memo, Reducing procurement administrative lead time using modern business practices, dated January 14, 2021; Removing all references to the DUNS number and replacing it with the Unique Entity Identifier (UEI), to align with the April 4, 2022 Government transition; Updating the Procurement Instrument Identifier (PIID) structure to align with both FAR 4.1601(b) – Transition of PIID numbering and the Integrated Financial and Acquisition Management System (iFAMs); and Adding Section M804.1005-1, Required data elements, along with a template, Attachment M804-D, Required data elements for VA Supply Chain Master Catalog (SCMC) line items, for placing orders using the SCMC.
Applicability: This Acquisition Flash applies to all VA contracting activities.
Action Required: The VA acquisition workforce should review the updated version of VAAM Subpart M804 and comply with the guidance provided in the published VAAM revision.
