What's Changed?

Rescission of Procurement Policy Memorandums (PPM) 2020-01 and 2020-02

Purpose: To rescind PPM 2020-01, Contracting Officer Warrant Program, and PPM 2020-02, Head of Contracting Activity (HCA) Nomination and Appointment Procedures.

FAR parts referenced: FAR part 1.

Effective Date: June 7, 2024.

Background: PPM 2020-01 was published on October 1, 2019 to provide guidance on the Contracting Officer Warrant Programs. PPM 2020-02 was published on March 1, 2020 to provide guidance on the process of nominating and appointing HCAs. The guidance is now incorporated in the new VAAM M801 and both PPMs are being rescinded in their entirety.

Applicability: This notice applies to all contracting activities that abide by the guidance found in PPM 2020-01 and PPM 2020-02

Action Required: VA personnel must comply with the guidance found in the new VAAM M801.
