Rescission of PPMs 2016-02 and 2017-01
Purpose: To rescind PPM 2016-02, VA-Wide Procedures Regarding the Use of Ordering Officers, and PPM 2017-01, Integrated Oversight Process (IOP)/Technical Reviews.

Effective Date: August 15, 2024.
Background: PPM 2016-02 was published on May 15, 2015, to provide guidance on the use of Ordering Officers. The VA Acquisition Regulation (VAAR) in VAAR 801.601, VAAR 808.470, and VAAR 816.570, provides regulations on the use of use ordering officers. In addition, the VA Acquisition Manual (VAAM) provides ordering officer guidance in VAAM M816.505-70, which was published on February 20, 2024 (see VAAM Alert 24-07). As such, since regulations and guidance on the use of ordering officers has been incorporated into the VAAR and the VAAM, PPM 2016-02 is being rescinded in its entirety.
PPM 2017-01 was published on October 6, 2016, to provide guidance to replace Contract Review Teams with Head of Contracting Activity (HCA)-developed Technical Reviews and maintain the need for Contract Review Boards for contract actions $50M and above. When VAAR 801 was updated, the requirements of VAAR 801.602-70 and -71 were removed. In addition, since these are HCA driven processes, the VAAR and the VAAM will defer to the HCAs’ own review processes. As such, PPM 2017-01 is also being rescinded in its entirety.
Applicability: This notice applies to all contracting activities that abide by the guidance found in PPM 2016-02 and PPM 2017-01.
Action Required: VA personnel must comply with the guidance found in the VAAR and VAAM, along with HCA-specific processes and guidance.
