About Warrant Levels

Warrant level issuance is based upon three factors: Level of work experience for the individual requesting the warrant, level of professional training for the dollar value threshold requested, and the passing of Contracting Officer Warrant Board (COWB) [if applicable]. Please refer to the following warrant levels matrix chart to help better determine which warrant level to justify and request.

Warrent Level Matrix

  • Level I Limited Warrant Level
    Fixed Warrant Thresholds (dollar limitations): Simplified Acquisition Threshold (SAT) — Warrant level includes open market awards up to the SAT and expenditures up to the maximum order limitation (MOL) threshold of FSS contracts
    Certification Requirements: FAC-C (Professional)
    Minimum Work Experience Requirements: 1 year
    COWB: Not required
  • Level I Limited (Resident Engineer)
    Fixed Warrant Thresholds (dollar limitations): $250,000 – For designated 0800 series Resident Engineers with FAC-C certification. — Warrant authorizes the resident engineer to modify existing construction contracts, tasks, or delivery orders
    Certification Requirements: FAC-C (Professional)
    Minimum Work Experience Requirements: 1 year
    COWB: Not required
  • Level II Limited
    Fixed Warrant Thresholds (dollar limitations): $1,000,000, $5,000,000, $7,500,000, and $10,000,000 — Warrant level includes expenditures at or below the dollar threshold and within the limits specified on the contracting officer’s warrant
    Certification Requirements: FAC-C (Professional)
    Minimum Work Experience Requirements: 2 years
    COWB: Required only for $10,000,000 Warrant Threshold
  • Level III Limited
    Fixed Warrant Thresholds (dollar limitations): $25,000,000, $50,000,000, $100,000,000 and $500,000,000 — Warrant level includes expenditures at or below the dollar threshold and within the limits specified on the contracting officer’s warrant
    Certification Requirements: FAC-C (Professional)
    Minimum Work Experience Requirements: 4 years
    COWB: Required
  • Level III Unlimited
    Fixed Warrant Thresholds (dollar limitations): No dollar limitation — Warrant level includes expenditures with no dollar threshold and within the limits specified on the contracting officer’s warrant
    Certification Requirements: FAC-C (Professional)
    Minimum Work Experience Requirements: 6 years
    COWB: Required
