I/T/U Eligibility and Enrollment Verification
Indian Health Services/Tribal Health Program/Urban Indian Organization (I/T/U) facilities can verify Veteran eligibility for the Reimbursement Agreement Program in the following ways:
1. Secure Data Transfer
Facilities can use Secure Messaging to request enrollment/eligibility information.
STEP 1: Complete the Eligibility and Enrollment Verification Template
I/T/U staff fills out columns A-C of the Eligibility and Enrollment Verification Template.

STEP 2: Send an email to VA or the IHS Program Office staff
Follow the process for initiating and sending secure messages located on the Reimbursement Agreements Program–Information for Providers page.
Secure Messaging Instructions for I/T/U Facilities
STEP 3: Submit the completed Eligibility and Enrollment Verification Template
Once Secure Messaging has been established, submit the Eligibility and Enrollment Verification Template to the THP/UIO or upload it into the Secure Data Transfer system (IHS).
STEP 4: Veteran verification
VA verifies Veteran eligibility and enrollment status and completes columns D-F on the Eligibility and Enrollment Verification Template.
STEP 5: Response to ITU facility
VA or the IHS Program Office staff will securely send back the completed Eligibility and Enrollment Verification Template to the requesting I/T/U facility.
2. Contact your local VA medical center by telephone
I/T/U staff can contact their local VA medical center to verify AI/AN Veteran enrollment/eligibility by calling the VA Benefits Manager listed in the completed I/T/U Implementation Plan under VA Facility POCs. I/T/U staff can also call their local VA medical center Enrollment and Eligibility Office for help determining if the Veteran is eligible for other limited benefits.
3. Contact the VA National Health Eligibility Center by telephone
I/T/U staff can contact the VA HEC directly by phone if the staff is checking the enrollment/eligibility on less than five Veterans. The Veteran’s name and social security number will be required. VA HEC can provide basic eligibility information over the phone (enrolled Y/N, enrollment date).
